Joe Zylka is Fractional Chief Real Estate Officer at Dallas Area Habitat for Humanity, where he leads land strategy, development execution, and capital structure for the organization’s affordable homebuilding pipeline across Dallas and Kaufman counties.

Joe brings nearly 30 years of commercial real estate experience to the role. He has built and run platforms spanning acquisitions, development, brokerage, and property management, and founded Original Capital Partners and Covenant Commercial Real Estate. He has underwritten, entitled, financed, and operated real estate assets through three market cycles, and has hired and developed the teams behind that work.

Joe’s approach to development was shaped by a conversation with a West Dallas community leader about what it feels like to be informed about a project rather than consulted on one.

At Dallas Habitat, Joe is building an acquisition pipeline ahead of demand, holding development costs to a number the budget can support, and structuring capital so philanthropic dollars go further. He brings working fluency in private equity and private credit to an organization largely funded by donations and grants, and uses AI-assisted underwriting and site screening to evaluate more parcels in less time. The measure is not the model. It is homes delivered, on schedule.

Joe has lived in Rockwall County since 1992. He and his wife have three daughters. He plays golf with more optimism than evidence.
