Senate Bill 840, which went into effect on September 1, has set the stage for a dramatic shift in how North Texas cities grow. The new law allows multifamily and mixed-use developments to be built "by right" on land previously reserved for commercial use, a move intended to address the state's pressing housing affordability crisis.

However, this state-mandated change has not been universally embraced. Many cities in North Texas are responding by adopting new local ordinances to regain control over development standards. This panel will bring together key voices to explore how the law is being implemented across the region and what its long-term impact will be on affordable housing, infrastructure, and economic development. We'll examine the evolving strategies of local governments and discuss how this legislation will shape the future of development in Texas.
